Edward Hild, a principal in Buchanan Ingersoll & Rooney PC's Federal Government Relations group, said that time is more of an issue than adequate funding.

"The latest round of PPP loans came with additional requirements that has caused a scramble among many borrowers to submit applications in time," Hild said. "Additionally, financial institutions are facing a backlog of some 90,000 applications to process."
