How Natan Helps Clients

Natan helps clients in a broad range of international trade and national security matters. He regularly advocates and obtains relief for clients under US trade remedies laws before the US Department of Commerce (DOC), the US International Trade Commission, and the US Court of International Trade. He has extensive experience in antidumping and countervailing duties proceedings covering various industries including steel and aluminum, synthetics, chemicals, renewable energy technologies, textiles, and food products.

Natan also advises clients with export and investment matters under the Export Administration Regulations, the International Traffic in Arms Regulations, and the financial sanctions programs administered by the US Department of the Treasury’s Office of Foreign Assets Control. For clients exporting or considering exporting, Natan assists with product classification, license applications for dual-use goods and items on the United States Munitions List, disclosures, and internal compliance and training programs. In addition, Natan has extensive experience counseling clients on financial transactions and due diligence that may implicate sanctioned jurisdictions or nationals.

Natan also assists companies with import compliance. He is experienced helping companies with tariff classification, valuation, Foreign Trade Zones, and responding to inquiries from Customs and Border Protection. In addition, Natan advises clients on compliance with the Uyghur Forced Labor Protection Act, supply chain integrity, and due diligence in international supply chains that touch China.

Prior to joining Buchanan Ingersoll, Natan worked at an international law firm, where he advised on trade compliance and investment matters including trade remedies proceedings, export controls, and inbound and outbound investment. Natan began his career serving as an attorney-advisor in the US Department of Commerce’s Office of the Chief Counsel for Trade Enforcement and Compliance, where he advised on trade remedies proceedings and defended the agency in domestic litigation and through international dispute settlement.

During law school, Mr. Tubman worked as a law clerk for a boutique international law firm in Seattle, Washington, and at the DOC. He was a legal intern for the Federal Trade Commission and in the Office of the US Trade Representative.

Outside the office Natan is an avid outdoorsman and traveler. He enjoys reading, playing chess and guitar, and exploring the DC food scene with his wife.
