Buchanan Ingersoll & Rooney Bolsters Washington, D.C. Litigation Capabilities with Phillip C. Chang
WASHINGTON, D.C. – May 30, 2019 – Buchanan Ingersoll & Rooney announces that Phillip C. Chang has joined the firm’s Litigation section as a shareholder in the firm’s Washington, D.C. office.
Chang brings extensive experience in financial services, consumer protection and commercial litigation. He focuses on representing financial institutions in single plaintiff and class action cases on the state and federal levels. He works with multiple business lines within financial institutions, including retail bank, auto finance, credit card and mortgage; and also represents clients in the healthcare, telecommunications, and hospitality industries.
Chang often defends claims under the Fair Credit Reporting Act, Fair Debt Collection Practices Act, Truth in Lending Act, Fair Housing Act, Equal Credit Opportunity Act and state consumer protection statutes.

Chang received his B.A. in Government from The College of William and Mary and his J.D. from the George Mason University School of Law. He serves on the board of directors of the Asian Pacific American Bar Association. He was named associate fellow by the Litigation Counsel of America in 2016 and has been consistently named to the Washington, D.C. Super Lawyers Rising Stars list.
