
Buchanan Federal Government Relations Team Supports Client in Passing the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act
The Buchanan Federal Government Relations team, led by Michael Strazzella and Sophia Estupinan, was proud to support their client Home Care Association of America (HCAOA) in their advocacy and the passage of the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act. HCAOA is the home care industry’s voice in Washington, D.C. and state governments nationwide representing more than 4,300 agencies across the country.
The Act is a transformative step toward enhancing healthcare and resources for veterans and their caregivers. The Buchanan team was involved in communicating with Senate and House staff and with the client on advocacy strategy, status and feedback from the Hill. The act was passed by Congress on Dec. 17, 2024, and signed into law by President Biden on Jan. 3, 2025.
The legislation was significant for the HCAOA because it strengthens home care options for veterans. Specifically, it increases the expenditure cap for non-institutional care alternatives such as home care from 65% to 100%. This adjustment enables veterans to receive comprehensive home-based care equivalent in cost to institutional care, promoting veteran independence. Notably, the Secretary of Veterans Affairs is authorized to approve expenditures exceeding 100% for veterans with conditions such as amyotrophic lateral sclerosis (ALS) or spinal cord injuries, ensuring that those with the most significant needs receive the support they deserve.
